CONSTRAINTS ON MAKING PROJECT ADMINISTRATION MORE EFFECTIVE
Some development administrators have argued that the systematic methods of planning, analysis, and management adopted by international agencies and many national governments did not work because they were not seriously tried. But given the dynamic environment of political and social interaction that affects development activities and the complex and uncertain nature of development problems, deviation from plans must be expected. Conditions in developing countries make it highly unlikely that rationalistic analysis, systematic planning and control-oriented management procedures can be made more effective.
In fact, the uncertainty of development problems and the complexity of relationships between developing nations and international assistance organizations make it nearly impossible to plan, analyze, and manage projects in highly rationalistic and systematic ways. The attempt to impose such procedures often creates the kinds of adverse results described earlier. The most serious constraints on making project planning more rationalistic include: difficulties in defining project objectives precisely at the outset; lack of appropriate data and information; inadequate understanding of local social and cultural conditions; weak incentives or controls for guiding the behavior of participants in project implementation; the dynamics of political interaction and intervention; and the developing countriesâ low levels of administrative capacity to plan and manage in the prescribed ways.
