Victim Witness Protection in Child Exploitation Cases

Although law enforcement officers and social service providers receive specialized training in the handling of child sexual exploitation victims, most will candidly concede that their desire to investigate the cases, prosecute the offenders, and serve the victims did not fully develop until they met their first actual child victim of sexual exploitation. Although one can address the issues academically and antiseptically describe the medical or psychological injuries, nothing quite prepares the responder for his first interview of a victim. Most responders will say that it is, in fact, the victims that keep them working in such a uniquely psychologically and emotionally draining field. The perseverance of victims in the face of denigration, lack of hope, physical harm, and insidious manipulation serves as a beacon for those entrusted with the important job of both aiding the victim and serving justice. In recent years, Congress and the Department of Justice (DOJ) have taken significant steps toward appropriately recognizing these challenges and ensuring the rights of individuals who in the past were all too often left voiceless.
