It is difficult to know how many of these immediate lessons will be institutionalized in the future; some will probably be ignored. However, it is certain that more effort will be required to respond to emergencies created by man-made technological hazards, the "natural" disasters of the future.
It is also clear that the social science research base must be continually broadened. Thus far, it has been built on relatively scattered research efforts and only recently have there been attempts to codify and systematize the findings. Much of the research effort is still episodic and focused on "natural" hazards. Increasing technological complexity has produced new disaster agents as well as greater possibilities for disrupting a more delicately balanced sociotechnical system. This situation represents not only the risks of the future but also the research opportunities.
