Based on these conversations, Dr. Johnson suspected that the districtâs schools did not have many programs to help underperforming students. But she found quite the opposite to be true. They had dozens of intervention programsâbefore school, after school, and on Saturday. They had safety programs, antibullying programs, and behavioral support programs. They spent hundreds of thousands of dollars on antiracism programs and other workshops designed to improve equity in the schools. Special education consultants had come and gone. And the walls of the schools were covered with postersâoften defacedâabout themes of respect, excellence, teamwork, and so on. Astonishingly, principals had gone their own way on all these interventions, spending the budgets that had been allocated for their schools.
There were no inquiries as to these programsâ effectiveness, but based on her preliminary observations, Dr. Johnson determined that the programs were little used and, not surprisingly, had little impact. The students most likely to go to the after-school programs, for example, were not the students who were failing and could not read their assignments or understand the course requirements, but the B students attempting to improve their grade to an A. Some programs had publications that occupied shelves but remained shrink-wrapped, the resources never used. Among the seven schools in the district, Dr. Johnson identified no fewer than eighty-two separate initiatives at the school level, and another thirteen at the district level. Although the schools purchased them all based on the claim that they were âresearch basedâ and had âproven results,â they appeared to have little to no evidence of impact in the Oak Grove School District.
