Disagreements between Congress and the Carter administration subsided briefly after the passage of the Taiwan Relations Act in April 1979, as both sides appeared fairly well satisfied with the compromise that had been achieved. However, a series of issues arose later in the year that renewed friction between the two government branches and widened the gap of misunderstanding and distrust that President Carter's normalization decision had opened between them in December 1978. In themselves, those issues were less important than the original normalization decision had been, but they significantly added to friction between the administration and Congress because of the atmosphere of suspicion and distrust that still surrounded congressional-executive relations over China policy.
