3 This is an indicator of the coverage rate of a particular service (for instance, primary school enrollment), adjusted by how equitable that service is among children belonging to different population groups. The index runs from 0–100. The lower the value of HOI for a certain service, the more unequal a society is in distributing that service among children of different circumstances.
