If a binary counter has 3 bits, it has 8 states. Think of it this way: each bit can be 0 or 1 so the possible combinations are 000, 001, 010, 011, 100, 101, 110 and 111. That would be 23 or 2 to the third power: 2 X 2 X 2 = 8. Cheat: Memorize 3 bits = 8 states.

A logical circuit can create a gate to compare inputs and generate an output. The function of a two input AND gate is that its output is high when both inputs are high. Hint: The word AND means both and all. All are high.

The function of a two input NOR gate is output is low when either or both inputs are high. Hint: The word NOR implies a negative and opposite result, so the output is low if either or both inputs are high.
