The U.S.-Russia Joint Electric Power Alternatives Study: Nuclear Safety Implications

Wherever nuclear technology is employed, whether in Russia or Ukraine, in China or in Eastern Europe, or indeed in the United States, Japan or Western Europe, the safety of nuclear power plants will be best assured as much by sound economics and solid management principles as by competent operations and excellence in design.

Western countries have been working on these principles since the U.S. Three Mile Island accident in 1979. Unfortunately, because of the international political situation, similar attention to safety culture and effective management, to say nothing of sound economics, was not present in the former Soviet Union. And Chomobyl did not significantly change things in 1986. We are therefore engaged in a struggle for the future of nuclear energy, and the focus is in Russia and Ukraine. Unless there is a fundamental change in the way leaders in these countries think about nuclear safety, we are likely to see a repeat of past errors which, if serious enough, could turn global public opinion against nuclear power for the foreseeable future.
