that the two treatment systems we are studying probably belong to the most extensive of its kind in the western world (ibid.). By treatment system we mainly refer to the specialized services for alcohol and drug misusers. In both Finland and Sweden the social service system has played a dominant role in treatment while the medical system has had a secondary role.

We shall first briefly describe the early development of the two treatment systems, followed by a focus on three features that indicate changes in the normative foundation in this area of the welfare system during recent decades. The decreasing use of coercion is one such factor. The changes in the drug treatment policies is another. Finally, we shall deal with the changes in the political steering of treatment provisions, with contracting-out of services, which challenge the normative unity in the treatment system.
