Intervention Against Illegitimate Regimes1

The Cold War is over, but Americans seem puzzled over the implications of this development. We wonder whether we can have a foreign policy without enemies.2 We exult in smug satisfaction at "the end of history."3 We write learned dissertations on "Why We Will Miss the Cold War"4 that exude premonitions of nostalgia about the good old days when lesser nationalisms were kept in line by the confrontational superpowers and fears of a nuclear holocaust. What we seem not to be doing is seizing the moment to rethink the basic structures and processes of the international system.

For this, future generations may not readily forgive us. The late Judge Richard Baxter of the International Court of Justice collected phrase books. One of these, an English phrase book for Japanese executives published in Tokyo, illustrated the use of the phrase "missed the boat" in the sentence: "Japan certainly missed the boat when it failed to attack Russia in 1919." A more felicitous usage might be: "The world will certainly miss the boat if it does not use the end of the Cold War to create a global system for the new millennium, one which preserves the peace, fosters economic growth, and prevents the deterioration of the human physical, socio-cultural, and environmental condition."
