A subsidiary, the Bay Steamship Company, was formed to charter and manage a fleet of ships which eventually made 350 voyages, mostly across the Atlantic. Twofifths of those ships were sunk by enemy action, with the resulting loss of goods and men. Branch agencies were set up by the HBC in Montreal and New York, and agents appointed in ports of shipment all over the world. The operation extended to Russia when similar services were rendered through an agency in Archangel, as well as to Belgium and Romania.95 Charles Sale was invited by the new governor to manage this business and to sit on the board of the Company. A year later, in 1915, he was made deputy governor. He worked out of an office in Threadneedle House on Bishopsgate Street in London with a large staff in several departments, administering all aspects of this international shipping business. When the war was over, the Company once again had a new personae.
