1 The panchayat system existed earlier; it was energized as a system of decentralized governance and as an institutional arrangement for participatory governance.

2 The study was conducted in the villages of Deoli, Jethipura, Netramali and Virpur in Idar Block of Sabarkantha District. The villages are heavily populated by Dalits.

3 The Dalit movements, particularly in northern and southern India, transformed themselves into political parties and entered mainstream politics, thus making the low-caste movements as part of electoral politics in a democracy. This happened at the provincial and national level.
