The ‘command relations ’ of the state remain semi-detached from Britain’s sex industry, leaving sex work largely invisible and in the hands of its entrepreneurs/exploiters. There is evidence that in recent times the political elite at the apex of apparatus of the state has been more accommodating to the harsher sexual trafficking discourse than to the more liberal public health discourse. According to the latter, all opportunist migrant sex workers are ‘Natashas’ in urgent need of rescue (though in practice to rescue is to eject from the UK). It needs to be stressed that investigations into sexual trafficking—which is of course defended by nobody—have shown it to be exceptional in the UK.
