Democratic Development
The case for basic income as greater freedom for individuals discussed in the previous chapter begs a discussion of the governance of development. Consequently, in this chapter I set long-term development policy and rights aspects of basic income together within a broader context of rethinking the relation between different levels of democratic development. I argue that public policy debate has focused disproportionally on the short-term ‘cost’ of social policy, against the alternative cost of not regulating and taxing better, and the simple question what is the right thing to do. It has also made us forget the most important aspects of basic income, which is about changing the way things are done. To consider the consequences, in this chapter I first how a broad case is to be made for basic income in the context of constructing civilized development paths. Next, I set out how the institutional perspective on democratic development answers common questions concerning the relation of basic income with the constitution of society and to other transfers, services and technology. Last, I consider lessons we can learn from the occurrence of basic income-like experiments in countries where shared welfare services and occupation economies are more developed.
