Yes, many other agencies, with PWD in particular and also HDB.

You mentioned conservation projects. What about preservation of buildings — did that come later?

AC

I would say that very much as a result of urban renewal, which highlighted the importance of the preservation of areas, the government formed a Preservation of Monuments Board.7 Because there was no point for you to designate buildings or areas for conservation unless you had the powers to rent it out. Under the URA Act, we could only designate areas for conservation, but we did not have the funds nor the need to go in to do the actual conservation. We would conserve it in the hope that the private sector would come and play their part. In certain instances where buildings were involved, it was important that you had an authority with the powers to designate a building for conservation, that nobody should carry out indiscriminate renovation or tear down the building. So that called for special powers.

So, as a result of the conservation programme, the government decided to set up the Preservation of Monuments Board, which had special powers for designating buildings for conservation. They could also acquire buildings for conservation, if need be. So that was an offshoot of urban renewal.
