Leaders in Richmond and Canada sensed their great opportunity. They embarked on a sophisticated propaganda campaign aimed at convincing Northern voters that the main obstacle to peace and reunion was Lincoln himself. The Niagara Falls “peace conference” of July 1864 was one battle in this campaign. The Secret Service Bureau had found an unwitting ally in the person of Horace Greeley, the mercurial editor of the New York Tribune. In early July, Greeley told the president that “two Ambassadors of Davis & Co” had arrived in Canada “with full & complete powers for a peace.”12 In fact, these men, members of the Canadian cabinet, had no authority whatsoever to negotiate in the name of Jefferson Davis’s government. Greeley urged Lincoln to bring the Southerners to Washington for talks.

Maryland voters approved a new state constitution in November of 1864 outlawing slavery, an outcome unthinkable only a short time before.
